The Mig-28 is a fictional fighter that the movie created in order to have some enemies for the pilots. They were actually just American Northrop F-5's which at the time were being used for the aggresors at TOPGUN. The F-5's were painted black and was given a ssoviet symbol even though its countries origins were never announced.
